NDIS Clearance for Safe and Trusted Disability Support

It’s a national background check designed to ensure that anyone working in a “risk-assessed role” with an NDIS participant does not pose an unacceptable risk of harm. The NDIS Commission and Its Role in Worker Screening

The NDIS Quality and Safeguards Commission is the independent body that oversees the national worker screening process. While individual states and territories manage the application process through their own Worker Screening Units, the NDIS Commission is responsible for the national framework and the database where all clearances are recorded. This national system ensures a consistent standard of safety across the country, so a worker with a valid NDIS clearance in one state can work for a registered NDIS provider in any other state. This oversight provides an essential layer of security for families, knowing that all NDIS-funded support is subject to this rigorous national standard. 

Who Needs an NDIS Clearance?

An NDIS clearance is mandatory for any individual in a risk-assessed role for a registered NDIS provider. This includes a wide range of positions, from support workers who provide direct care to allied health professionals like psychologists and therapists. It also applies to “key personnel” such as CEOs or board members who have significant influence over the organization. A “risk-assessed role” is broadly defined as any position that involves: 

While it is not mandatory for every worker for an unregistered provider or self-managed participant to have an NDIS clearance, it is highly recommended. As a participant, you have the right to request proof that a worker has been screened, and a responsible provider will always be able to supply this information. 

Verifying a Worker's Clearance for Self-Managed Participants

If you self-manage your NDIS plan and hire individual workers or unregistered providers, you have a crucial role in verifying their suitability. The NDIS Commission has a national NDIS Worker Screening Database (NWSD) that you can access. To do this, you will need to register for a PRODA (Provider Digital Access) account. This is a secure online platform used by Services Australia to verify your identity. Once registered with PRODA, you can then access the NWSD. You can then ask your worker to apply for their NDIS clearance and nominate you as the person who will verify their application. This is a vital step that ensures a consistent standard of safety and gives you peace of mind. 

What The Clearance Involves and What It Screens For

The NDIS clearance is more comprehensive than a standard police check. It assesses a person’s national criminal history and also reviews any relevant workplace misconduct history. This includes findings from a relevant disciplinary or regulatory body regarding serious misconduct like assault, neglect, or abuse. The check is a forward-looking assessment that determines if a person poses an “unacceptable risk of harm” to people with disability. The clearance is valid for five years and is portable across Australia, which means a worker with a valid NDIS clearance can use it with any registered NDIS provider in any state or territory.

If you have concerns about the safety or conduct of a worker, or if a provider is unable to confirm their workers have an NDIS clearance, you have a right to act. You can make a complaint directly to the NDIS Quality and Safeguards Commission. The Commission can investigate the matter and ensure the provider is complying with their obligations. This process helps to uphold the safety and integrity of the entire NDIS ecosystem.
